Background |
The
Road Reserve has many different functions and is an important corridor that
contains the road carriageway, footpaths, electricity, gas, water, stormwater,
waste-water and telecommunications services for our society.
The Safety of the public and those who work in the Road Reserve needs to be maintained. The CoP for Working in the Road (HB 2002:2003) and the CoP for Temporary Traffic Management have been recently introduced to ensure the safety and integrity of all Utility assets and other amenities located in the Road reserve is maintained and safety of the worksite is of the highest level.
The Award in Road Opening is a basic roading qualification available through the NZCITO and relates to all industries that operate utilities and services in the road reserve.The New Zealand Contracting Industry Training Organisation (NZCITO) has introduced the Award in Road Opening. This has been developed and approved by industry, to ensure those contractors who work within this environment are trained and assessed for the work they do.
The
Award in Road Opening is provided by LBT
Construction, who will train your staff in the Safe operational requirements
for working in the Road Reserve. The course includes how to understand and read
Construction Plans, operation of Compaction Equipment and Techniques, Safe Site
planning and operations, identification of Services and Quality Assurance for
Contractors.

The course is targeting for those employees
that wish to gain an introductory level qualification that is subsidised by the
ITO and is relevant in todays working environment, who will learn about the
correct methods to operate safely within the road reserve and how to minimise
personal risk on site. They will also gain an understanding of RCA and Utility /
Services Providers requirements and how to interpret plans and avoid damaging
services with minimal costs and down time, while adding to the companies
attributes.
This
course has a emphasis on compliance with health and safety and quality assurance
and draws on the Health and Safety in Employment Act 1992 (with the 1998 and
2002 amendments) and HB2002:2003 COP for Working in the Road. The Unit Standard
6454 is a component of the training requirements under the pending Self
Regulation and is positioned at the leading hand foreman level with plenty of
industry related incidents.
Land
Based Training is approved under Part 19G(1) and Section 46A of the Health and
Safety in Employment Act 1992 to provide our Health
and Safety Representatives course which
has been derived from the 6454 course!

Over the duration of the course the student
must demonstrate competency in both theory and practical exercises required by
the following unit standards.

The Unit Standards contained within the Award in Road Opening are also included in other qualifications from InfraTrain, ESITO, GPITO, ETITO and the AgITO. The diagram on the right shows the relationship that has been established by consulting with the various industry groups, TA's and RCA's while meeting the needs of the numerous Industry Training Organisations that were involved in the design of the National Certificate in Road Opening qualification. |

The unit standards included in the Award in Road Opening total 26 credits. Basically speaking the greater number of credits a unit standard has the greater amount of time it takes to demonstrate competency and the higher the level a unit standard has the more difficult it is. A National Certificate must have a minimum number of 50 credits and with the Award in Road Opening course a student, who has some prior experience in contracting, can also gain accreditation towards completing the following National Certificates:

The day 1 and 2 of this course are conducted in the classroom with day 3 being a combination of theory and practical assessment where the trainee has to physically demonstrate competency on several aspects of the unit standards. The cost for this 3-day course is $650 and qualifies for a 50% subsidy by InfraTrain (NZCITO), available to any contractor who signs a training agreement for the Award in Road Opening you pay only $325 (plus GST and InfraTrain cost).
