The Code of Practice for Temporary Traffic Management  is a document which contains temporary traffic management principals and guidelines that are based on industry best practice for use on roads in New Zealand. As a guideline it is for use by the roading industry, road controlling authorities, network utility operators and event holders

Introduction

Road safety is a subject that effects all road users from road controlling authorities and consultants to those who work and drive on our roads. Transit New Zealand and other Road Controlling Authorities have adopted the Code of Practice for Temporary Traffic Management (COPTTM) to bring some uniformity into the way people operate on the roads.

The 4th edition of the Code of Practice for Temporary Traffic Management in New Zealand issued in  2005  incorporates the need to have an integrated code for all temporary traffic management so that as a guiding document it will ensure the following:

Road Controlling Authorities can meet their statutory duty to ensure the safe and efficient operation of the roading network under their authority

That the standard of temporary traffic management in New Zealand will improve by applying consistency of application

That there is a reduction in the high rate of crashes at worksites (average of 192 per year 1994-99) and to reduce the approximate 3% that are fatalities.

That there is method to manage the increasing variety of activities that are undertaken on the road by individuals and organisations

You may be aware of Transit New Zealand requirement to have all persons who work on the Transfunded roading network to be certified for "Working on the Roads" . Those people that are involved with temporary traffic management are required to be certified including anybody that plans an event to be undertaken within the road reserve, this includes activities such as;

Construction projects
Road inspections
Maintenance Activities
Utility Service operators
Mobile operations
On road events and races
Emergency service operators
Tow truck operations
Stock droving and crossing
Survey and investigation operations
Adjacent activities e.g. logging, blasting, building works etc.

 

Background to LBT Traffic Management Training

Land Based Training Ltd has trained over 4000 students as Level 1 Traffic Controllers with 15%+ going on to become an Site Traffic Management Supervisors (STMS). We run courses throughout New Zealand (depending on demand). The courses are designed to encompass both what Transit NZ requires for Level LV and Level 1 Roads for those with minor temporary traffic management responsibilities, with:

An overview of the temporary traffic management process
A detailed knowledge of those items that they are responsible for.

 

Who Should Attend

The training requirements vary depending on the responsibilities and risk exposure due to the work being undertaken and the “Level” of traffic management required by the RCA. However the personnel who are involved in of the following should attend:

Those who submit and approve TMP’s,
Those who install, maintain or removing temporary traffic management measures,
Those who Inspect or audit traffic management measures. These people must have current training to the correct level of competency for the task and the Level of traffic management required.

Level LV and Level 1 Traffic Controller (TC)

Who must hold this qualification:

All RCA project staff.

All of the Engineer’s project management, design and site supervision staff.

All Contractor’s on site management staff including Site Managers, Site Forepersons and Leading Hands and

 those who can establish, manage and de-establish a worksite without an STMS present, providing 

the TMP is prepared by an STMS and the Basic TC is fully briefed by the STMS and this is documented and 

the STMS carries out a daily inspection of the site and this is documented.

What is the training:

 Attendance at a one-day course with assessment at the end requiring 80% pass.

 Refresher training every three years.

Level LV and Level 1 Site Traffic Management Supervisor (STMS)

People who hold this qualification must be certified Traffic Controllers (for at least one month) and include:

All RCA project managers

All Engineers’ staff who prepare contract documents and / or check and approve TMP’s.

All Contractors’ project management staff, staff who prepare TMP’s, and / or undertake the duties of the STMS at a worksite.

All Safety auditors who undertake safety audits of temporary traffic management

What is the training :

Attendance of a two-day course with assessment at the end requiring 60% pass. 

Refresher training every three years.

 

Traffic Controllers Course Details

The Land Based Trainings  Traffic Controllers Course includes the Transit New Zealand's requirements and has also been aligned to meet the requirements of Unit Standard Unit Standard 20877 and 20878. This unit standards are a requirement for Operate Safe companies and are an introductory level for people who work at roadwork sites. People credited with these unit standards are able to: operate as a traffic controller and operate safely at road works sites.

The course is taken over a eight hour day and includes practical exercises and team work culminating in a formal assessment that the student must achieve 60% pass for the Transit Certification and 100% for the unit standard. Candidates must demonstrate competency (pass the test) to become certified. The certification is for 3 years

The course can be undertaken on site, your place or ours. Our tutors travel throughout the country providing courses "on demand". If you would like us to train staff at your site we require a minimumof  ten students, so you might have to organise some of your sub contractors etc. The room used must have the ability to show (project) a Multi Media show and overhead projector, we also need a whiteboard.

NOTE: To be in a position to attend the STMS course you must have held the Traffic Controllers qualification for at least 1 month. 

 

Site Traffic Management Supervisors Course Details

The Site Traffic Management Supervisors Course has been aligned to the Level 5 Unit Standard - 5628 Plan and implement safe temporary traffic control at road work sites, requiring the student to submit 2 x approved TMP's with photograph evidence after attending the course.  The two-day course covers in depth the Roles and Responsibilities of those involved in TTM, Transfund New Zealand Safety Audit Procedures (2002), Static Closures, Mobile Closures and the Design and Implementation of Traffic Management Plans.

The STMS Course is for people responsible for the planning and supervision of traffic safety at roadwork sites.  People credited with this course and the unit standard are able to:

describe traffic safety for roadworks sites;

design layouts for temporary traffic control;

supervise the implementation of and maintenance of temporary traffic control; and

audit temporary traffic control

This course is designed to provide those with major temporary traffic management responsibilities, with:

A detailed view of the temporary traffic management process,

A detailed knowledge of of how to design and implement traffic management plans

A detailed knowledge of responsibilities, and

A detailed knowledge of those items that they may be required to take responsibility for.

The course is taken over two eight hour days and includes practical exercises and team work culminating in a formal assessment that the student must achieve 80% pass for the Transit Certification. Candidates must demonstrate competency (pass the test) to become certified. The certification is for 3 years.

Refresher Training 

From 20 August 2003 onwards people holding TC and STMS qualifications will require refresher training. The TC HALF DAY or STMS ONE-DAY Refresher courses can be delivered for those that require refresher training at your venue (for more than 10 students) or ours.

The courses consists of:

An initial test of basic knowledge

Major changes since the Interim Edition:

Low volume roads

Mobile operations

Change in responsibility

How to use generic plans

Safety audit procedures

The complexity of the training is reflective of the position held and an STMS does not have to sit the TC course before attending the STMS course. If the student on the TC course cannot complete the assessment requirements to the correct level (80% to pass) there may be the opportunity to undergo further training (on the day) to ensure sufficient knowledge, skills, and understanding before retesting. 

If the student cannot achieve the level of competency then they will be required to undergo re-training and resit the Traffic Controller or STMS course.

The costs associated with any of the above options are on a per student basis:

TC / 20877/20878 Course fee – per student (includes latest workbook with new changes & Transit Photo ID card) $245.00 (plus GST)

STMS/5628 Course fee – per student (includes latest sections from revised COPTTM & Transit Photo ID card) $385.00 (plus GST)

TC Refresher Course  – per student (includes updated workbook & Transit Photo ID card) $160.00 (plus GST)

STMS Refresher Course  – per student (includes updated workbook & Transit Photo ID card) $260.00 (plus GST)

Subsidies

Your company may qualify for a course subsidy if you are registered with InfraTrain and are hooked into NZQA of between 50% - 80% depending on the qualification you are undertaking. Land Based Training Ltd is a registered Private Training Enterprise with NZQA and we presently provide several National Certificates including Road Opening, Works and Services, Highway Maintenance, Plant Operation on behalf of the NZCITO. Several other Industry Training Organisations also require the Standard 5627 as a compulsory unit.
